News Journal: Emergency call system opens privacy loophole
The News Journal reports on a privacy problem in Florida:
Volusia County could be on the verge of a legal battle with the Ormond Beach-based company that has provided public emergency notifications for everything from rabies alerts to a gunman on the loose.
The issue is whether information provided by people who registered for the CodeRED notification system under the county’s contract is public record.
In its online registration form, the Emergency Communications Network says the information — which includes names and telephone or cell phone numbers — will remain private. But Volusia County attorneys [...] can find no exception to state public records law that would mean the information — much of which was entered through a link on the county Web site — isn’t public, [Assistant County Attorney Rick Karl] said. If someone asks for the database from the county and the company refuses to provide it, the county could be on the hook in a lawsuit, Karl said.
